Campos de Inmersión: inglés al 100% para los colegios oficiales

Hablar inglés correctamente se ha convertido en una necesidad básica para acceder a oportunidades académicas y laborales en todo el planeta. Este documento presenta una mirada a los Campos de Inmersión 100% en inglés, los cuales hacen parte del programa Colombia Bilingüe del Ministerio de Educación Nacional, una iniciativa que busca fortalecer el bilingüismo en el país. A partir de este año, estudiantes de colegios públicos de Colombia podrán participar de los primeros Campos de Inmersión 100% en inglés en los cuales, al mejor estilo de los ‘Summer Camps’ de Estados Unidos, tendrán la posibilidad de ‘sumergirse’ y profundizar sus conocimientos de ese idioma, por un tiempo determinado y lejos de sus familias.

Durante 2016, los Campos Nacionales de Inmersión en inglés brindarán la oportunidad a 3.800 jóvenes de grado décimo de aprender, practicar y mejorar su nivel de inglés.

Esta iniciativa hace parte del programa Colombia Bilingüe del Ministerio de Educación Nacional, el cual busca fortalecer el bilinguismo en Colombia para lograr que el 8% de los estudiantes de grado 11 cuenten con nivel de inglés Pre Intermedio (B1) en 2018. De esa manera, se multiplicará por cuatro el número de estudiantes de colegios oficiales que podrán comunicarse en ese idioma.

Hablar inglés correctamente se ha convertido en una necesidad básica para acceder a oportunidades académicas y laborales en diversas partes del planeta. En este momento, es el idioma en que se mueven las actividades y los negocios internacionales, la economía mundial, por lo que su aprendizaje no debe seguir siendo una ventaja para algunas élites. Esa es la razón de ser de los Campos Nacionales de Inmersión en inglés: brindar acceso a un mayor número de oportunidades a los estudiantes de colegios oficiales colombianos, al enfrentarlos a ambientes donde solo deben hablar en inglés, durante dos semanas.

Con una inversión de más de $6.500 millones de pesos y el acompañamiento de líderes pedagógicos y lúdicos de la Federación Cristiana de Jóvenes (YMCA) y Formadores Nativos Extranjeros del Ministerio de Educación, estos campos permiten que los estudiantes compartan con otras culturas las herramientas sólidas para un mejor futuro tanto académico como profesional.

Casos de inmersión

Flor María Cuadros tiene 43 años y vive en Guadalupe (Santander) con su esposo y sus dos hijos. Ella recibió con mucha alegría y entusiasmo la noticia de que su hija Laura había sido beneficiada de la primera cohorte de los Campos Nacionales de Inmersión. “Esta gran oportunidad me emocionó tanto como si yo fuera quien debía ir a la inmersión”, recuerda Flor.

Actualmente, Flor y su esposo trabajan en la compra y venta de ganado. Uno de los ‘motores’ para realizar su actividad es brindarle a su hija aquellas oportunidades que ella no tuvo de niña, como pagarle la carrera universitaria que decida estudiar.

Además del inglés, asegura Flor, su hija aprendió que existe un mundo allá afuera, lleno de obstáculos pero también de muchas oportunidades. La experiencia de los campos de inmersión llenó de seguridad e independencia a muchos de los jóvenes beneficiados, quienes nunca habían salido de Guadalupe. En un mensaje a la Ministra Gina Parody, le pidió que siga promoviendo este tipo de incentivos que impulsa el progreso en poblaciones lejanas, al tiempo que felicitó a todo el equipo de Colombia Bilingüe por su gran trabajo.

¿Cómo se desarrollan estos Campos de Inmersión Nacionales?

Los Campos de Inmersión en Inglés se desarrollan en cuatro momentos del año (marzo, junio, octubre y noviembre). En ellos participan 3.800 estudiantes de grado décimo, quienes son seleccionados a partir de los resultados de desempeño que obtuvieron cuando cursaban grado noveno.

  • Se ubican en el nivel superior en lenguaje y matemáticas en las pruebas Saber 11 (2014).

JUNIO, OCTUBRE, NOVIEMBRE

2.900 estudiantes

  • Se encuentran en los primeros lugares del listado de bilingüismo certificado por el ICFES. Este listado organiza los colegios oficiales por su diferencia entre Índice Sintético de Calidad Educativa (ISCE) de secundaria de 2016 y el ISCE de secundaria de 2015.
  • Tuvieron un ISCE 2015 mayor a 4 y reportaron progreso en sus pruebas Saber 9 en 2014.
  • Su matrícula es igual o superior a 30 estudiantes en grado décimo (10.°) de acuerdo con el registro en el Sistema de Matrícula Estudiantil (SIMAT) (febrero 2016).

Leonidas Mendoza le da gracias a Dios por las bendiciones que le ha otorgado la vida: una matrimonio de 35 años con una buena esposa, cinco hijos varones y una parcelita donde puede trabajar honradamente. Leonidas Mendoza es un hombre de campo, a sus 61 años aún sigue labrando la tierra con cultivos de tomate y ají pimentón. Gracias a los productos que vende, Leonidas ha sacado adelante a su familia. Mientras que uno de sus hijos trabaja en Bogotá como comerciante, otro está vinculado a las Fuerzas Armadas.

Rubén, su hijo menor, resultó beneficiado en los primeros Campos Nacionales de Inmersión en Inglés. “Al principio uno lo mira con desconfianza porque desconoce del tema, pero después vi todo lo positivo que el proyecto le brindaría a mi hijo”, afirma Leonidas, cuando recuerda el momento en que recibió la noticia.

Aunque se hizo un nudo en su garganta cuando vio partir a su hijo y no dejó de sentir nostalgia por lo lejos que se encontraba, está convencido de que era necesario que Rubén tuviera esa experiencia en un ambiente seguro y sano. Así mismo, que debía aprovechar aquellas ocasiones que, por cuestiones económicas, él no puede brindarles. “Estudiar inglés, un idioma tan importante, es una gran oportunidad”, dice.

Leonidas espera que el Ministerio de Educación y el Gobierno Nacional sigan trabajando por una juventud sana y en paz. Así como Rubén se benefició de esta experiencia, desea que muchos otros niños en Colombia la puedan disfrutar.

¿Qué son los Campos Internacionales de Inmersión en Inglés?

Entre junio y julio de 2016, 100 jóvenes viajaron a los campamentos internacionales que se desarrollaron en siete estados de Estados Unidos: Washington, Michigan, Maine, New Hampshire, New Jersey, Tennessee y Georgia.

En este caso, el Ministerio de Educación seleccionó las 10 Instituciones Educativas oficiales que ocuparon los primeros lugares del listado de colegios con mejor ISCE del año 2016 en secundaria y cuya selección fue certificada por el ICFES. Además, tuvo en cuenta aquellos colegios cuya matrícula es igual o superior a 15 estudiantes en grado décimo (10.°), de acuerdo con los registros en el Sistema de Matrícula Estudiantil (SIMAT) a febrero de este año. De ese modo, premió a los estudiantes con nivel de inglés entre A2+ (Básico) y B1 (Intermedio) como mínimo, el cual se evidenció en una prueba diagnóstica y de una entrevista en ese idioma.

Los estudiantes de diferentes ciudades, que se aventuraron a vivir esta grandiosa experiencia para enriquecer su nivel de inglés, también expresan su alegría por hacer parte de una iniciativa pensada por y para ellos.

Evelyn Oliveros, estudiante de la Institución Educativa Madre Marcelina de Barranquilla, finalizó su inmersión el día en que cumplía 15 años. Coincide con su madre en que desprenderse de su familia fue lo más difícil de tomar la decisión. “Los momentos fueron increíbles, mejoré mi inglés, conocí nuevas amistades y estar lejos de mi casa me ayudó a valorar las cosas pequeñas”, recuerda.


Immersion Camps: 100% English language for public schools

From this year on, students at Colombia’s public schools can participate in the first 100% English language camps, in which they have the chance to practice the language for a certain period of time and be away from their families. This program emulates the style of the well known “Summer Camps” in the United States.

In 2016, these National Language Immersion Camps will give 3,800 10th grade students the chance to learn, practice and improve their English level.

This initiative, part of the “Colombia Bilingüe” program of the National Ministry of Education, aims to strengthen bilingualism in the country and help 8% of eleventh grade students to achieve pre intermediate (CEFR level B1) English proficiency level by 2018. As a result, the number of students who will be able to communicate at an intermediate proficiency level will be four times higher than it is today.

Being proficient enough in English has become a basic need to access academic and job opportunities in various parts of the world. Nowadays, it is the language for international business activities in the world economy. Therefore, learning English should not be an advantage for some elites. This is precisely the main purpose of the National English Language Camps; to provide more and better opportunities to students from Colombian public schools, immersing them for two weeks in an environment where only English is spoken.

With an estimated investment of 6,500 million pesos, the support of pedagogic and ludic leaders of the Young Men’s Christian Association (YMCA), and the assistance of native English Teaching Fellows, these Immersion Camps allow students to share robust tools for a better academic and professional future.

Success Stories of Immersion Camps

Flor María Cuadros, 43, lives in Guadalupe, Santander with her husband and two children. Her daughter, Laura, was chosen to be part of the first cohort of the English Camps program. Flor Maria received the good news with happiness and enthusiasm, as did her daughter. “This was a great opportunity. I was very excited, just like if I was going to attend the English camp”, Flor said.

Currently, Flor and her husband work in the cattle trade, in order to provide Laura with the opportunities that they themselves never had, and pay for her college tuition.

Besides English, Flor says, her daughter learned that there is a world full of obstacles, but also of opportunities. Being part of the English camps provided many youngsters with self confidence and independence, when they traveled outside of Guadalupe, their hometown, for the first time. In a short message to the Education Minister, Gina Parody, Flor asks her to keep promoting programs like the English Camps in small and remote towns. Flor also congratulates the “Colombia Bilingüe” team for their great work.

How are the National English Language Camps developed?

The National English Language Camps are developed in four stages throughout the year (March, June, October and November). In this recruitment process, there are 3,800 tenth grade students who are selected, based on their ninth grade results.

  • Students who are in the first places on the “ICFES” list of certified bilingualism. This list organizes schools using the “Índice Sintético de Calidad (ISCE)” results in high school 2015 and 2016.
  • Schools who got an “ICSE” above 4, and reported progress in “Pruebas Saber 9” in 2014. Moreover, the number of students enrolled in 10th grade should be 30 or more, in accordance with enrollment system “SIMAT” (February 2016).

Leonidas Mendoza thanks God for all of His blessings: 35 years of marriage with a loving wife, five sons, and a piece of land where he can work. Leonidas is a 61 year old farmer, who still grows peppers and tomatoes. By selling his products, he has been able to provide for his family. One of his sons lives in Bogota and works as a salesman; the eldest son is a member of the Colombian Army.

His youngest son, Ruben, participated in the first English Camps program. Remembering the moment when he received the news, Leonidas says:

“At first, I felt skeptical about it because I did not know the program, but after getting to know it, I realized how beneficial it was going to be for my son”.

When Leonidas saw his son leaving for the Camp, he felt a lump in his throat and felt nostalgic while he was away. However, he was convinced of the need for Ruben to have such an experience in a safe environment. Similarly, he knew that his son had to take advantage of the Camp to which, otherwise, for economic reasons, he would not have had access. “Studying English, such an important language, is a great opportunity”, he said.

Leonidas hopes that the Ministry of Education and the Colombian Government keep working for the health and peace of the country’s young people. Just like Ruben benefited from this experience, he hopes that many other teenagers in Colombia can too.

What are the International English Camps?

100 students traveled between June and July 2016 to the International Summer camps, which took place in seven different states of the United States of America: Washington, Michigan, Maine, New Hampshire, New Jersey, Tennessee and Georgia.

In this case, the National Ministry of Education selected the top 10 official educational institutions with the best ISCE 2016 results at high school level, and whose selection was certified by ICFES. Furthermore, they considered those schools whose enrollment is equal to or more than 15 students in tenth grade, according to the records of the Student Enrollment System (SIMAT) (February 2016). Thus, the Ministry selected the students with an English proficiency of A2 + (Basic) and B1 (Intermediate). This level was tested with an English diagnostic test and interview.

Students from different cities, who lived this amazing experience to enrich their English, expressed their joy at being part of an initiative designed by and for them.

Evelyn Oliveros, a student at Barranquilla’s Madre Marcelina Institution, finished the English Camp Program the day she turned 15 years old. She agrees with her mother that the most difficult thing when leaving for camp was undoubtedly having to say goodbye to her family. Nevertheless, she says: “the experiences were incredible, I improved my English, made new friends, and being away from home helped me appreciate and value the little things.”
